
A commercial solar quote for a church or nonprofit should answer three questions immediately: Does generation match the building’s real schedule? Who owns the system and receives the federal incentive? Can the organization carry the project without starving its mission? If those answers are fuzzy, the quote is not ready for a board vote.
Church campuses can have big roofs and painful utility bills—but unusual load shapes. Sunday services, weekday schools, evening programs, kitchens, offices and community events pull power at different times. The winning design starts with stewardship, not panel count.

1. Map the ministry schedule to solar production
Start with at least 12 months of utility bills and a calendar of building use. Separate sanctuary, offices, school or daycare, fellowship hall, kitchen, HVAC and exterior-lighting loads where meters or submetering allow. A campus with weekday education may consume a high share of midday solar. A sanctuary used mainly on evenings and weekends may export more than expected.
Exports may be credited differently from electricity used on site. That means “annual production equals annual consumption” is not the same as “the bill goes to zero.” Require the bidder to show self-consumed energy, exported energy, demand charges and fixed charges separately.
2. Understand elective pay before choosing ownership
Tax-exempt organizations historically could not use a conventional income-tax credit. Elective pay—often called direct pay—changes that for eligible clean-energy credits. The IRS says an applicable tax-exempt entity can be treated as making a tax payment and may receive a refund for the elective-payment amount.
As of September 2026, the IRS lists the Section 48E Clean Electricity Investment Credit as eligible for direct payment. Its general page states a 6% base credit that can rise to 30% when prevailing-wage and apprenticeship requirements are met, with potential bonus amounts subject to separate rules. The IRS also requires pre-filing registration and a registration number on the return.
That is not permission to book a guaranteed receivable. Entity type, ownership, placed-in-service timing, labor compliance, domestic-content phaseouts, basis and filing procedure all matter. 3. Ownership determines who claims the value
With direct ownership, the nonprofit generally controls the asset and—if eligible and properly filed—the elective-pay process. With a power purchase agreement, a third-party provider owns the system and generally claims the relevant tax benefit while selling electricity to the church under contract.

4. Protect the roof—and the congregation’s trust
Solar will not fix a tired roof. Document roof age, warranty, leak history, structural capacity, drainage, fire access and future mechanical work. Ask who pays to remove and reinstall panels if the roof fails. If the building has historic features or a distinctive façade, confirm design and permitting constraints before presenting the project as final.
A transparent quote should separate reroofing, structural reinforcement, electrical upgrades, trenching, switchgear, interconnection, permitting and contingency. Hiding these costs behind a single price makes board approval easier today and much harder later.
5. Use a board-safe savings model
Run at least three cases: conservative, expected and stress. Change production, utility escalation, exported-energy value, downtime, O&M and incentive timing. A simple stewardship test
Assume, only for illustration, that a system produces $24,000 of first-year gross bill reduction. If debt service is $17,000, expected O&M and reserves are $2,000, and fixed utility costs remain $1,500, estimated first-year net cash benefit is $3,500. Change any input and the result changes. This is why a board should approve assumptions and downside—not a sales headline.
6. Benchmark scope, not just dollars per watt
The U.S. Department of Energy’s current commercial PV benchmark breaks system cost into modules, inverters, structural and electrical balance of system, fieldwork, office work and other developer costs. It also treats tax credits separately. Ask every bidder to disclose comparable buckets.

7. Plan approvals before asking for a vote
- Confirm who has authority to approve debt, a PPA, a roof easement or a long-term energy contract.
- Review lender, landlord, denominational or governing-document restrictions.
- Assign one person to own utility data, contractor questions and tax-adviser coordination.
- Present conservative, expected and stress cases on one page.
- Document how savings will support mission, reserves or deferred maintenance.
- Require counsel and insurance review before signature.

Does a church need to file with the IRS to use elective pay?
Yes. The IRS requires pre-filing registration, and the resulting registration number must appear on the applicable return. Coordinate registration and filing early with a qualified adviser.
Can a PPA and elective pay be used together by the church?
Usually the system owner is the party positioned to claim the project credit. In a conventional PPA, that is the third-party provider, not the church. Compare the provider’s energy price with direct-ownership economics and get legal and tax advice.
What if most electricity use occurs at night or on Sunday?
The system can still be viable, but self-consumption may be lower. Model export compensation, weekday programs, HVAC schedules and storage before sizing the array.
How should a board compare two solar quotes?
Normalize the same production, utility, tax, financing, O&M and roof assumptions. Then compare net annual cash flow, downside risk, contract obligations and delivery scope—not merely price per watt.
